AARP Money Management Program The bill payer volunteer helps the client with: establishing a budget, opening, organizing and sending out mail; check writing (all checks are signed by the client); and balancing their checkbooks since most clients are older and homebound, the volunteer provides the services at the person's home. The AARP Foundation provides the program materials and insurance coverage of the client's funds While many people who need bill payer services have family and friends to help them, the clients involved in this program typically do not. In a survey of AARP bill payer volunteers, 74% of the people assisted were over the age of 70 and 83% of all the clients served lived alone. In providing these services, volunteers reduce the risk of the older person losing his or her independence and almost 80% when asked in they make a big difference in people's lives gave the program an 8 or higher on a scale of 1-10.
